Excerpt | The voluntaristic approach of Secretary General Nicolae Ceauşescu towards the development of national economy since the late 1960s has imposed unsustainable rates of growth and production quotas on the Romanian machinebuilding industry. With 33,70% of the national income routed towards investments in the 1971-1975 period alone (a rate unique in the world), „the tyranny of the plan” compelled the Romanian engineers to compromise on the quality of materials, on technological processes, on the education and stability of the workforce and to neglect technological and scientifical research and developlemnt. Unable to trully inovate or to build high-quality goods at a forseeable and equal pace, the Romanian truck makers never established a name on the international market relying only on internal consumption, the intra-block clearing and, mostly during the 70s, on some emergent and non-alligned markets which bought Romanian trucks out of political obligation. The `80s brought a crippling situation in which the fail to diversify and to regenerate the familiy of SAVIEM-MAN trucks licensed in the late `60s, the contraction of the world truck market on the basis of the second oil crisis and subsequent industrial production crisis and the lack of both technological researchand development and strategically adaptative mindset have rendered a sharp decrease in productivity, the enterprise relying now more and more on artificial internally oriented 2nd and 3rd productions of agricultural machinery, military products and various parts as welll as on floating capital injections from the National Bank of Romania. |
